Ultima had a bummer with his ISP over ADSL2. The exchange, owned by telstra, is ADSL2 enabled. but Ultima can't get ADSL2. Why? Well here we go. An exchange terminates all the local phone lines to a central location. No biggy there. That central location has "x" amount of physical connections available. These connections are handled via a DSLAM and muliple DSLAMS can Share multiple physical connections. If your ISP has a non ADSL2 DSLAM managing the connections that they lease (and there can be several leases on any one connection as said before. Then you are out of luck.
So, You can change ISP's, still be on the same connection, and ADSL2 will suddenly be available or worse, suddenly not be available. Its dependant upon what hardware your iSP has put, or more often, is leasing, in your local exchange. There are only a few ISP's that physically place hardware in our exchanges. Telstra, Optus and Iprimus are the big three. Everyone else lease available space and on sells it.
ADSL2 and DSLAM 101 completed. There will be a test!!!
